Author Description

黄梅波，女，经济学博士、教授，博士生导师，1999—2000年美国康乃尔大学经济系访问学习一年。现为厦门大学经济学院国际经济与贸易系教授，厦门大学世界经济研究中心副主任，中国世界经济学会常务理事。研究方向：国际金融、世界经济。主要研究领域：国际货币体系与国际货币合作，国际宏观经济政策协调。教学科研情况：担任硕士研究生国际金融、世界经济和本科生国际金融、计量经济学等课程的教学。出版专著多部，发表学术论文30余篇 。曾获福建省、厦门市社科优秀成果奖。在教学科研的同时积极参与地方政府的政策调研和咨询工作，主持或参与多项横向课题的研究工作。

（二）进口替代发展战略的实施
初级产品出口模式仍然是旧有殖民体系的分工模式，这种对外经济的单一性也决定了非洲各国经济的脆弱性、依赖性。独立之后，非洲各国经过一系列的经济改革，如对外资企业的国有化、民族化，实行土地改革等。非洲各国普遍认为，要实现真正的民族独立，必须发展制造业，进行工业化，通过制造业的发展，带动整个国民经济的发展。在20世纪60年代中期，进口替代战略逐渐得到各国的认同和选择。
进口替代主要是发展满足国内市场需要的制造业，以本国生产的工业制成品代替进口品，逐步实现工业和经济多元化。在实施进口替代战略过程中，非洲各国政府都在不同程度上对制造业进行了控制、干预和大力投资，并实行了不同程度的保护贸易政策。在具体实施过程中，各国由于初始条件不同，采用了不同类型的进口替代战略。以撒哈拉以南非洲国家为例，可以分为三种类型。
（1）发展以本国原料为主的加工工业和日用品生产。这类国家在非洲占多数，主要是因为其国内工业基础差，只能依靠一种或几种农矿产品出口创汇，因此只能发展投资少、技术工艺水平低的工业。
（2）以进口替代为主，逐步面向出口。这类国家以肯尼亚、科特迪瓦为代表。其特点是在重视农业的基础上，实施进口替代，部门经济之间发展比较平衡。然而随着制造业的发展，产业结构的升级，对一些机器设备、原料以及某些中间产品的需求并没有因进口替代战略而有所减少，反而增加了，因此不得不采取了出口导向，以满足国内发展对外汇的需求。
（3）重视发展重工业和资本密集型的制造业。这类国家一般都拥有比较丰富的石油资源或矿产资源，通过出口积累了大笔外汇收入。如以石油出口暴富的尼日利亚和出口矿产品为主的刚果、刚果民主共和国和尼日尔等，在外汇充足的情况下，便着手发展本国的重工业，实施高级进口替代战略。
进口替代工业化的实施，在一定程度上推进了非洲各国的工业化进程，促进了各国制造业的发展。肯尼亚、津巴布韦、喀麦隆等国的制造业都获得了长足的发展。然而，我们在第二节已分析到这一发展模式也存在很多缺陷，在非洲同样不例外。
首先是忽视了农业的发展，农业本来是非洲各国经济重要组成部分，然而各国为了保证工业化发展战略的实现，将绝大部分的人力、物力、财力投入到工业部门，而对农业的投资甚少。除此以外，还利用价格管制对农业和农民进行利益剥夺。如压低农产品价格，提高工业品价格，使得农民收入减少，挫伤了农民农业生产的积极性。
其次，在工业化的进程中，各国片面追求高投资、高增长、高经济发展速度，以期在短期内赶上甚至超过发达国家。在追求速度的背后，各国不顾本国国情，盲目发展，大搞大型现代化企业；主张外延式经济增长，不计投入，导致了资源的浪费，有的还对生态环境造成了巨大的破坏。
随着各国工业化的不断深入，过度保护和内向型发展的局限性在非洲暴露出来，最突出的表现是产品缺乏国际竞争力，国际收支也并没有因进口替代而有所改善，相反出现不断恶化的趋势。
