本报告从保增长、调结构、促改革、惠民生的角度，客观描述2009年辽宁省全面落实科学发展观，认真贯彻党中央和国务院应对国际金融危机提出的一揽子计划，通过化危为机，在经济建设、政治建设、文化建设、社会建设以及生态建设方面取得的巨大成效；深刻分析当前存在的困难和问题，特别是世界金融危机所带来的深刻影响和不利因素；对2010年辽宁面临的机遇和挑战、经济社会形势发展的趋势进行分析和预测，并提出相应的对策建议。
报告指出，2009年以来辽宁全面贯彻落实党中央、国务院关于保增长、保民生、保稳定的一系列重大战略决策部署，积极应对国际金融危机的冲击和国内外市场变化，经济社会发展继续沿着良性轨道运行，总体经济发展明显好于预期，企稳向好迹象渐趋明显。在这次经济周期性调整中，辽宁经济如期实现了辽宁省委、省政府提出的2009年力争做到主要经济指标增幅不低于振兴以来的平均水平，不低于东部地区的平均速度，而且主要经济指标增幅位居东部地区或全国前列的目标。2009年1～9月，辽宁实现地区生产总值比上年同期增长12.7％，高于全国平均水平5个百分点，预计到全年将增长13%左右；全社会固定资产投资、社会消费品零售总额、农村居民人均现金收入等增长速度均高于全国平均水平。辽宁在这一轮经济的周期性调整中，显现出实体经济基础坚实、抗风险能力较强、回旋余地较大的发展优势，初步改变了辽宁经济运行历次波动“下行幅度深于全国”而“经济回升幅度慢于全国”的格局和惯势。
报告认为，2010年是谋划辽宁“十二五”经济社会发展战略思路和推进辽宁全面振兴进程的重要一年，确保全省经济社会持续较快发展是辽宁实现跨越式发展和脱颖而出的基础条件。投资增长方面，预计固定资产投资增长将达30%。随着政府社会投入的增加和社会管理制度政策的不断完善，居民就业和收入形势将保持平稳，由于居民住房、购车、旅游等消费结构升级活动持续活跃，预计消费将继续保持平稳增长。从国际市场需求看，随着出口产品结构调整和出口企业适应能力的提高，预计出口将结束负增长，实现一位数增长。综合需求因素分析，预计GDP仍将保持11%左右的增长速度。

（三）完善扩大消费的政策，提高消费对经济增长的贡献力
一是继续提高城乡居民收入水平，扩大居民消费能力。通过推动制度改革和调整收入分配结构启动居民消费，继续加大政府财政支出中民生投入的比重，有效发挥财税政策对增加城乡低收入者收入的调节作用。二是改善农村消费环境，挖掘农村消费潜力。完善农村流通网络和服务体系，落实鼓励农村消费的补贴政策。三是促进消费结构升级，强势推动城区服务业发展。发展旅游休闲消费、拓宽文化消费市场；拓展汽车、住房、旅游、通信等消费热点。把促进消费作为扩张城区服务业总量的重要手段，把确保民生作为实现服务业发展的本质要求。发展与居民生活密切相关的食品衣着、体育健身、医疗保健、文化娱乐等服务体系，并作为提高城乡居民消费能力的重点。加大服务业吸纳就业力度，发展社区服务业，促进家庭服务业。
（四）贸易政策调整兼顾“保出口”和“升级”的双重目标，推进外贸企业转型升级
出口产品结构，是制约辽宁扩大出口的关键。在辽宁出口产品结构中初级产品出口比重达到20％。从中长期看，出口企业面临的现实困难恰恰是倒逼出口企业转型升级的动力。出口企业海外市场需求的缩小，除了金融危机的影响之外，企业竞争要素的基础不够牢固也是抑制出口的重要原因。产品质量、技术可靠性、完善的网络及优异的服务，仍是拓展海外市场的关键因素。省、市各级政府应设立出口转型升级基金，着力培养和发展受国家政策调整影响较小的机电产品及高新技术产品的出口；鼓励、扶持有能力的出口企业通过科技创新、研发设计、节能减排、品牌建设和综合服务积极参与产业链高端环节的国际竞争。把调整出口产品、产业结构，提高出口产品质量和附加值，作为提高国际竞争力的根本途径。通过转变外贸发展方式，创造动态比较优势，提高国际贸易地位。在开放的经济环境中，在与其他国家企业的竞争合作中培育发展本土跨国公司，提高国际话语权和规则制定权。调整出口市场结构，开拓新兴市场。
