本书是由中华外国经济学说研究会从主题为“外国经济学说与中国经济发展”的第22次年会入选论文中精选的52篇力作汇集而成，分为马克思主义经济思想研究、西方经济理论研究、当代世界经济问题研究、中国经济“新常态”与深化改革研究四个部分，内容涉及中外马克思主义思想的比较和新发展、近现代外国经济理论及其研究新动向、中外经济“新常态”和改革开放等方面的前沿问题。

Author Description

程恩富，男，1950年生于上海市，祖籍为安徽合肥。1975年毕业于复旦大学政治经济学专业，留校任教后曾获经济学硕士学位，担任经济学系助教和讲师。1989年初调至上海财经大学，先后担任副教授、教授、博士生导师、经济学系主任、经济学院院长、马克思主义研究院院长。2005年秋调任中国社科院。现为中国社会科学院学部委员、学部主席团成员，马克思主义研究学部主任，中国社会科学院马克思主义研究院院长，中国社会科学院中国特色社会主义理论体系研究中心主任、教授、博士生导师，中国社会科学院马克思主义理论研究和建设工程办公室主任，中国社会科学院马克思主义理论学科建设与理论研究工作领导小组办公室主任，中国社会科学院与宁波市战略合作办公室主任，中国社会科学院马克思主义基本原理重点学科负责人。享受国务院特殊津贴。第十一届全国人大代表。全球学术团体“世界政治经济学学会”会长，中华外国经济学说研究会会长，全国经济规律系统研究会会长，国家马克思主义理论研究和建设工程理论首席专家，国务院学位办学科评议组专家，国家社科基金评委，俄罗斯彼得堡大学、首都师范大学等10多所高校的荣誉或客座教授。主要从事中外马克思主义理论和经济学的研究和教学。

Book Abstract

《外国经济学说与中国研究报告（2015）》：
创办特区是中央和广东等省部委领导人反复调研上下互动寻找搞活经济突破口的重大决策。宝安、珠海由于毗邻港澳，又是旧体制“不太发展”的地方，加之过去“逃港风”的发生，首先成为领导同志深入基层调查研究的重点。经过调研和上下沟通，1979年4月，习仲勋等广东省委负责人参加中央工作会议期间，在向中央领导汇报工作时提出，希望中央给点权，让广东能够充分利用自己的有利条件在四个现代化建设中先走一步。这个提议首先得到邓小平同志的赞同和支持。邓小平同志说，可以划出一块地方，叫作“特区”，“陕甘宁就是特区嘛”。“中央没有钱，可以给些政策，你们自己去搞，杀出一条血路来！”
简要地说，深圳经济特区在1992年之前对社会主义经济体制的探索和“试验”大体可以划分为两个时期。1985年以前是杀出血路，冲破旧体制羁绊的时期。这个时期深圳人勇敢拼杀的精神成就了其在国人乃至世界的声名。深圳首先在建筑管理体制上引入竞争等机制，在劳动用工上打破“统包统配”和“铁饭碗”，让市场决定分配，在粮食等产品领域进行价格闯关，等等，由此创造了一系列的“全国第一”，并载入共和国史册：第一次冲破统购统销的传统流通体制；第一次突破粮食凭证供应制度；第一次引进外资企业；第一次进行用工和工资制度改革；第一次实行工程招标；等等。这一系列的“第一”，个个都是对传统体制的冲击，个个都是对传统观念的震撼！
但是，深圳经济特区的发展触动了全国的神经，各界众说纷纭，莫衷一是。反对者说“广东已改变了颜色，走上资本主义复辟的道路”。内地有一位副省长还为此在广州哭了一场。由此也引发了众所周知的特区姓“资”还是姓社的争论。
所幸，党中央邓小平、胡耀邦、谷牧等领导人一直坚定支持特区发展。1984年1月，邓小平同志到深圳等地视察，目睹深圳特区的飞速发展和居民的幸福生活，非常高兴。他亲笔题词：“深圳的发展和经验证明，我们建立经济特区的政策是正确的。”
