Author Description

1 经济建设型政府
1978年至1986年为经济建设型政府阶段。十一届三中全会后，面对十年动乱之后的混乱局面和落后现状，我国政府的工作重点从阶级斗争转到经济建设，政府全面主导和推动经济建设，在经济建设和社会发展中起到了重要作用。
1.1 “文革”后混乱和落后的状况
推动政府转向“经济建设型”
十年“文化大革命”，对于中国来说，是一场大的灾难和浩劫，国民经济遭到了严重破坏，人民生活水平大幅度下降。
1.1.1 国民经济比例关系严重失调
“文化大革命”使国民经济各项比例关系严重失调，主要表现在以下几个方面：
①农轻重比例关系失调。“文化大革命”前，农轻重的比例关系比较合理，1965年三者的比例为37.3：32.3：30.4，“文化大革命”中“加强备战”的口号，导致片面发展重工业，农轻重比例关系失调，1976年三者的比例关系为30.4：30.7：38.9。
②轻重工业比例失调。在工业内部，由于过分突出钢铁和机械加工工业，轻工业被排挤，发展缓慢，明显落后。“文化大革命”前的1965年二者比例为51.6：48.4，1976年则变为44.2：55.8，重工业片面发展，轻工业相对落后，设备陈旧，产品远远不能满足市场需求。
③原材料工业与加工工业间的比例失调。在工业内部，不仅轻重工业之间比例失调，在重工业内部也由于盲目发展加工工业，尤其是机械工业，忽视采掘工业和原材料工业，造成原材料工业和加工工业比例失调，1966—1976年，我国重工业产值中，加工工业的比重由50.5％上升N52.8％，而原材料工业却由38.3％下降到34.9％。
④工业发展与交通运输之间的比例关系不相适应。“文化大革命”前，交通运输业已经不太适应工业发展的需要，“文化大革命”中，由于突出发展重工业，突出内地新的铁路线的建设，忽视运输繁忙地段的旧铁路线的改造，铁路运输能力越来越与国民经济的发展不相适应。京广线以东地区的铁路运输能力越来越紧张，越来越不能满足生产和生活的需要。1966-1976年，工农业总产值增长了近1倍，工业总产值增长了1.25倍，而全部货物周转量增长不到77％，其中铁路货物周转量只增长了28.2％。工业发展与交通运输之间的比例关系越来越不相适应，交通运输越来越不能满足生产和生活的需要。
