Introduction

当前，正是我国进入全面建成小康社会的决定性阶段，在“四个全面”的战略布局指导下，国家“一带一路”战略、长江经济带建设和新型城镇化规划，为我们提供了新的历史机遇。同时，我国也面临经济增速回落平稳，经济结构优化升级，发展动力由传统的要素驱动、投资驱动转向创新驱动的重大战略机遇期。新常态伴随着新矛盾、新问题，对新常态的适应力，取决于全面深化改革的力度，决定了中国未来的新契机、新发展。
在这一背景下，作为“政府调控城市空间资源、指导城乡发展与建设、维护社会公平、保障公共安全和公众利益的重要公共性政策之一”的城乡规划，也面临经济、政治、社会、环境、文化、技术等多方面外部条件的深刻变化。规划师作为城乡发展改革的思考者、探索者和创新者，将成为这个转型时期的见证者、实践者和主导者。
“金经昌中国青年规划师创新论坛”以“倡导规划实践的前沿探索、搭建规划创新的交流平台，彰显青年规划师的社会责任”为宗旨，由中国城市规划学会、同济大学、金经昌城市规划教育基金联合主办，同济大学建筑与城市规划学院、上海同济城市规划设计研究院承办，高密度区域智能城镇化协同创新中心、《城市规划学刊》编辑部、《城市规划》编辑部、中国城市规划学会学术工作委员会、中国城市规划学会青年工作委员会参与协办。作为常设论坛，论坛每年5月中旬在同济大学校庆期间举办。
借此，第4届“金经昌中国青年规划师创新论坛”以“新常态·新应对”为主题，“主题论坛”邀请王凯副院长、唐子来教授、赵城琦研究员、沈振江教授围绕城乡规划的新环境，展开多层面、多视角下的规划问题探讨的主旨报告。围绕这一主题，以区域统筹与乡村规划、城市设计与文化传承、城市更新与社区治理、技术创新与智能规划四个议题组织“创新论坛”，通过演讲、互动、讨论相结合，促成多层次、多领域的城乡规划师之间，共同探讨、深入交流新常态下的各类规划创新实践的得失。
论坛征稿采用单位推荐和个人报名的方式，得到了相关单位的大力支持和青年规划师的踊跃参与，共征集到111份报名参加演讲材料。论坛组委会组织同济大学建筑与城市规划学院教授、论坛主持人及相关策划入围绕各议题对所有提交材料进行评议，筛选确定21名参加各议题的讲演人名单。在论坛成功召开之际，组委会将部分演讲材料的主要观点汇编出版。在此特别感谢所有参与论坛的专家学者、单位以及青年规划师对本次论坛的大力支持，并欢迎对论坛提出宝贵意见和建议。
