中国自改革开放以来，农村贫困问题得到了根本缓解；然而，随着改革开放的逐渐深入，城镇新贫困已经成为困扰我国社会的主要问题之一。《中国城镇新贫困问题研究》由胡永和所著，以中国城镇新贫困问题为研究对象，在对国内外城镇贫困及反贫困理论进行梳理的基础上，分析了中国城镇新贫困的现状及其发展趋势，并深入探讨了转型、城市化以及全球化对其所产生的影响，指出中国城镇新贫困主要源自制度建设滞后导致对民众的社会保护不力，市场化及全球化冲击下民众脆弱性大大增强，以及不公平的经济增长方式使一部分民众未能充分分享到经济增长所带来的利益。与此同时，作者指出对农村人口的长期歧视政策所导致的进城农民工的贫困将是中国城市化过程中长期面临的一个严重问题。最后。本书从城乡联系的角度归结出，中国反城镇新贫困的出路在于在科学发展观的指导下实现“有利于穷人的增长”。

Author Description

胡永和男，1965年10月生于甘肃省靖远县。先后就读于西北师范学院政治系、四川大学对外经济贸易系、四川大学经济学院，分別获得法学学士学位、经济学硕士学位（国际贸易专业国际经济合作方向）、经济学博士学位（政治经济学专业宏观经济分析方向）。现为海南大学经济管理学院副教授。

主要研究方向：国际贸易、宏观经济问题、贫困问题等。近年来先后在《经济体制改革》、《教学与研究》、《海南大学学报》等核心期刊上发表学术论文十余篇。代表性的学术论文有：《基于脆弱性提高的中国城镇贫困现象解析》、《“有利于穷人的增长”，与中国城镇反贫困》、《后危机时代中国经济增长方式转变的反贫困视角一一实现“有利于穷人的增长”》等。
