有一类会议是为集体决策召开的，称为审议性会议，例如国会、会员大会、股东大会、社员大会、职工代表大会、董事会、理事会等等。开会须有一套规则、程序。美国工程兵团亨利·M.罗伯特将军（1837—1923）在总结英国议会、美国国会、市政委员会及民间社团的经验的基础上，写成《议事规则》一书，于1876年出版。出版后不胫而走，并多次修订再版，最后一次修订是1907年。以后仍不断重印，至1943年累计销售已达125万册。在许多团体的章程中往往说明“如有未尽事宜，以罗伯特议事规则为准”。当选一个团体的主席后常花费几小时学习此书，以便主持好会议。考里尔出版社的百科全书1979年版第18卷介绍此书时说，以容易理解的形式编辑的议事规则，有助于寻找会议中的疑难问题的答案。

12 特权问题。有关大会或其任何会员的权利和特权的问题，除了它们服从的前述两类问题外，优先于所有其他问题。如果问题需要立即行动，它可以打断会员的发言。当提出这种问题时，主席即可决定它是不是属于特权问题，对这一决定任何两个会员可以提出申诉[第14节]。
当特权问题提出，大会不一定进行最终表决——它可以交给一个委员会[第22节），或者搁置桌上[第19节]，或者它可能有任何其他适用于它的附属[第7节]动议，在此情况下附属动议只与它有关，不影响被特权问题打断的问题。一旦特权问题得到处理，大会即恢复对被它打断的问题的考虑。
13 当天的议程。要求进入当天的议程优先于其他各项动议，例外的是重新考虑的动议[第27节），以及它服从的三种前述动议，并且是不能辩论也不能修正的。它不需要附议，并且当另一会员发言时它也是合乎次序的。
当一个或更多题目被指定在某一天或几点钟讨论时，它们即变成那一天或几时的当天议程，而不能在那时以前考虑[第39节]。到了那一天或几点钟，只要议题提出，即可讨论，比除三种前述问题和重新考虑动议以外的一切问题优先[第10，11，12，27节）。如果因故不能考虑，大会可以指定另一时间考虑。如果在规定日期没有讨论，这项议程就作罢。
当天的议程分为两类，特殊议程和一般议程。第一类总是优先于第二类。一般议程的来源有三：多数通过，把问题推迟到一定时间，或者通过一个哪一天或哪一次会议的议程；一般议程不能干扰大会的既定规则。特殊议程可以不顾所有需在规定时间考虑它的一切会议规则，因此要使任何问题成为特殊议程，需要三分之二票数。只要一项使规则失效的动议[第18节]合乎次序这个特殊议程就合乎次序。在一项特殊议程后已经提出一定时间，再提另一个特殊议程先于或干扰它，是不合次序的，但是特殊议程可干扰一般议程。
当开始进行当天的议程时，如果有特殊议程，必须首先讨论，然后进行一般议程；在每一类中，各个问题必须按它们的准确次序进行，首先指定该天或几时问题的孰先孰后。（进行当天议程的某一部分或某一问题的动议，不是一项优先动议。）讨论一经开始，任何别的题目可以不在那时考虑，而被指定到某个其他时间，如有多数票赞成，甚至可以推迟一项特殊议程。
当开会时间已到，或有某一会员提出，主席可这样提问：“我们是否进行当天的议程？”或者，“大会现在是否进行当天的议程？”
对于进行当天议程的表决如果是肯定的，其结果是取消会议正在考虑的问题，如同它被休会打断一样[第11节]。
一项否定的表决，其结果是不进行当天的议程，因为它们干扰当时会议正在考虑的问题。
