李杰，全国外宣常备专家，海军军事学术研究所研究员，长期从事军事战略、安全形势、武器装备、海洋军事等方面的研究，撰写并出版了大量的军事学术论文、报刊文章以及数十本军事和海洋方面的专著；对各国航母的建造发展、作战使用及部署配置等相关问题曾进行长时间的跟踪与研究，并撰写过大量的有关航母的研究报告与专著；担任多家军事期刊编委及顾问，并作为中央电视台军事频道、国防数字频道、中央人民广播电台等多家媒体的特约嘉宾。
卫东，1976年入伍，相继在海军东海舰队、海军航空兵部、海军政治部、海军司令部、中国驻英国大使馆等单位工作，现任海军军事学术研究所研究员，从事外国海军战略、武器装备、海上通道安全等方面的研究；主要著作有《红病历》《一切为了上战场》等；担任新华网特约评论员，中央电视台、中央人民广播电台、北京电视台等多家媒体的特约嘉宾。

Book Abstract

坚持不打内战
在内战不断的晚清和民国时代，握有重兵的萨镇冰竟然从来不打内战。为此，他曾被骂成临阵脱逃和处事圆滑。其实，萨镇冰绝非贪生怕死之辈，他在反抗外敌的战争中就表现得非常英勇。1895年，他曾率30名水兵，在威海卫的日岛炮台依托4门大炮与日军浴血奋战10天。日俄战争期间，他也曾在上海吴淞口迫使两艘全副武装的俄舰缴械，并且依据国际公法严禁追击的日本军舰驶入黄浦江，而这都需要大智大勇。萨镇冰在难以避免卷入内战时，总是巧妙安排，最大限度地减少内战双方的伤亡，保护民众利益。1903年，萨镇冰升任北洋海军统领，并兼任“海圻”号舰管带。1909年，清政府重整海军后，萨镇冰任筹办海军大臣、海军提督，统制长江舰队和巡洋舰队。同年9月至1910年2月，他随着海军大臣载洵赴欧洲考察海军，先后访问了意大利、德国、英国等当时一流国家的海军。1910年8~12月，他又前往美国、日本等国考察海军。这几次考察，不仅增长了见识，开阔了视野，同时也买回了不少舰艇与装备，弥补了北洋海军舰艇的不足，一定程度上促进了海军建设发展。
1911年10月10日，武昌起义的枪声揭开了辛亥革命的序幕。清政府急调当时在上海的萨镇冰率海军主力舰只西进，配合清军反攻。10月17日，萨镇冰在“楚有”号军舰望台上，用望远镜观看革命军与清军在汉口铁路线附近的交战。革命军前仆后继的牺牲精神，附近工人、农民冒着枪林弹雨，手执劳动工具，帮助革命军追杀逃敌的情景，让萨镇冰大为惊异。他对身旁的“楚有”号舰长说：“吾辈自服务军界以来，从未见过如此壮烈的场面，足见清政府失去民心久矣。”他统率的军舰基本处于观战状态，并未积极炮击武汉三镇，迫不得已开炮时也总是故意打偏。
当得知海军中有革命党人渗透进来时，萨镇冰并没下令盘查。革命军方面认为萨镇冰多次出洋，思想开通，有策反的可能。当时担任湖北军政府都督的黎元洪，致书萨镇冰。但萨镇冰同样不忍对清军开火，最终决定放弃指挥。他在即将离开舰队时，对各舰军官谈话：“本人厕身海军垂30年，屡历战争，从未一获胜利。现在同室相残，即胜亦不足以为荣，长此迁延，既无以对朝廷，更不便附和民军，今以舰队付君等，愿君等好自为之。”萨镇冰走后，长江中的全部舰艇都转向革命军一边。1912年底，黎元洪上书中华民国临时大总统袁世凯，称萨镇冰“托言不忍自残同种……暗中保全武昌，维持革命”。为此，袁世凯授予萨镇冰海军上将军衔。
1917年，孙中山酝酿发动护法运动，海军总司令程璧光不满皖系军阀段祺瑞专擅国政，愤然辞职并在上海宣布讨逆，偕第一舰队司令林葆泽率舰队护送孙中山南下护法。北洋政府海军总长刘冠雄让萨镇冰劝说林葆泽，萨镇冰以海军不可自相残杀婉劝，但没有成功。
