克里姆林宫对国外共产党实施了严密的监督，斯大林掌控这一切。这也明显体现在他对中国共产党事务的干预上。斯大林一直要求毛泽东与蒋介石维持联盟关系。尽管毛泽东认为斯大林高估了国民党在蒋介石领导下所进行的民族主义运动，但由于急需莫斯科在财政和政治上的援助，毛泽东不得不同意斯大林要求的“统一战线”策略。自从1927年遭到国民党的镇压之后，中国共产党又重新进行了改组。1934年，通过向中国北部挺进的长征，毛泽东巩固了中共在农村的群众基础。日本1931年占领满洲并建立了伪满洲傀儡政府，明目张胆地实施进一步的领土扩张活动。斯大林像以往那样，主要从广义的地缘政治学角度进行思考，意欲强化苏联在远东日益迫近的国家安全保障，这种战略要求中国的毛泽东和蒋介石暂时撇开彼此间的对抗，这实际上是第三国际在整个20世纪30年代期间对中国共产党一贯坚持的主调。
毛泽东一直设法摆脱共产国际设定的路线。在第二次世界大战之前，没有任何外国共产党的领导人敢有这样的违命行为（斯大林也持相同观点）。毛泽东等人不仅没有与蒋介石结盟，反而将他俘虏。莫斯科要求中共立即释放蒋介石。毛泽东对苏联的干预感到非常恼怒，因为斯大林在庇护这个曾经在1927年对共产党进行过镇压，险些将共产党灭亡的敌方领导人。然而他最终还是采纳了斯大林的指令，否则将面临失去至关重要的援助的危险，这样共产国际最终占据了上风。
