Author Description

石景云，1921年生，江苏无锡人，南加州大学经济学硕士，厦门大学经济系教授。民建福建省委名誉副主委。主要著作有：《经济增长与波动》（商务印书馆，1997）、《发展中国家现代化的经济学》（厦门大学出版社，1991）、《马克思社会再生产理论及其运用》（厦门大学出版社，1987）等，并在《中国社会科学》、《经济评论》、《世界经济》等刊物上发表有关经济的论文40余篇。

Book Abstract

经济周期是总合的经济活动的波动，其所以受到人们普遍的关注并不断深入地对其进行研究，是由于这种周期性的波动渗透到经济的每个部门，如：工业、商业和金融业等。
在现代经济的运行中，工业部门，特别是制造业部门产出的波动，相当正确地反映了整个经济的波动，从而反映了经济周期。
工业部门尤其是制造业部门是现代经济发展中的主导部门。制造业部门的活动与整个经济中投资、就业、价格及金融市场等的活动有着极为密切的相互依赖与相互影响关系。因此，制造业产出的波动，它的繁荣或危机就会很快波及到经济的其他部门，从而形成整个经济的波动。
目前，在经济学的著作中，公认若制造业部门产出或实际国民生产总值（按年率计算）连续两个季度持续的下降，就算发生了一次经济衰退（危机）。由于对是否发生了经济衰退（危机）是这样定义的，因而在实际经济中，就可能出现这样的情况，某国在某年虽发生了经济衰退（危机），但就整个经济说仍是正的增长而不是负增长，某国在某年其制造业产出或实际国民生产总值（按年率计）虽然连续下降了两个季度，但其降幅不大，而另两个季度的增长幅度又较大，这样，就整年说，该国的实际国民生产总值仍能是正的增长，这是完全可能的。日本在1992年就是这种情况。日本的实际国民生产总值（按年率计）在1992年第二季度是零增长，在第三季度是下降了1.6％，就是说相继下降了两个季度，按公认的定义，它发生了一次经济衰退（危机），但日本在1992年第一、第四季度国民生产总值是有一定增长的，因此，就1992年整年说，日本在该年的实际国民生产总值仍是正的增长，增长1％。

主要资本主义国家的经济增长并不是平顺地前进的，而是在波动巾发展前进的。资本主义制度下经济增长的表现是，在增长了一段时间后就会出现经济的下落，或者负增长，其后就是经济的逐渐复苏，而后义进入经济的扩张期，在这之后经济又陷入危机。资本主义经济的这种波动形式，是周而复始一再重复出现的，至今仍然如此。资本主义经济就是在这种周期性的经济波动中发展前进的。
经济增长、经济危机与周期是西方宏观经济理论研究中的极为重要的课题。
本书足对当今发达的资本主义国家进入现代经济发展后，其国民（内）生产总值和人均产值增长率的长期趋势、经济危机与周期问题，以及有关一国确定某种增长速度同时又保持经济的稳定性应考虑的因素，进行分析。
本书共九章。第一章论述了，经济增长是经济发展的重心的问题。阐释了一国只有在国民（内）生产总值和人均产值的较高增长率下，该国人民的生活水平才能较快地提高和社会各种事业才能较快地发展前进。这也就是何以发展是硬道理的实质所在。
