《全球失衡与中国开放经济宏观动态》对有关全球经济失衡的文献做了批判性综述，以一种折中方法将看似对立的观点整合为贯通一致的逻辑，并对全球失衡条件下的流动性周期加以研究，揭示了全球流动性过剩的根源，指出其中潜在的金融风险。此外，着眼于中国视角，分析了所谓“新布雷顿森林体系”的国际货币金融安排以及中美两国的战略经济关系，特别是中国在国际收支“双顺差”条件下如何推进汇率制度改革和外汇储备管理体制改革。最后，对中国开放经济在内外失衡环境中如何加快转型调整提出相应的政策建议，强调经济转型应当与两种背景紧密结合，外部背景是全球化深入发展和全球经济失衡，内部背景是社会主义市场秩序和经济伦理的重构。

Author Description

彭志文，男，1979年4月生，山西左云人。2000年获吉林大学学士学位，2004年、2007年分别获中国人民大学经济学硕士、博士学位，现任职于北京邮电大学经济管理学院。主要研究领域包括世界经济、开放经济宏观经济学和货币经济学。在《经济管理》、《宏观经济管理》、《财政研究》、《保险研究》等刊物上发表El、CSSCI和核心期刊论文10余篇。参编、参著以及翻译作品多部，参与或主持省部级课题三项。

与其他发展中国家不同，中国不仅面临农业经济向工业经济、封闭经济向开放经济的转型，同时还进行计划经济向市场经济的制度转轨。工业化和制度转轨都在经济逐步开放的进程中实现，其复杂性和独特性使得研究中国的开放经济具有极大的挑战性。总结三十几年经济开放的经验、加深对开放经济宏观运行机制的理解，对于中国经济实现可持续的跨越式发展具有长期的根本意义，对于重新审视和定位中国在世界秩序中的角色、妥善应对国际矛盾更具有紧迫的现实意义。
当前全球经济不平衡不仅是国际经济领域的突出问题，也是一国开放经济运行的基础环境。所谓“全球失衡”是指各国的对外贸易和投资出现净赤字或者净盈余。一方面，全球范围内经常项目余额持续扩张并不断集聚。另一方面，作为货物和服务以及要素收益跨国流动的某种“镜像”，国际资本流动规模急剧膨胀，由此（但不限于此）而引起的“过度流动性”在一体化的金融市场中不断进行着“创造与破坏”，并最终不可避免地对实体经济产生冲击。如此深广的经常项目失衡与流动性过剩在全球化历史上是空前现象，它昭示着世界经济的结构和性质正经历着持久而深刻的变化。
在势态持续发展的刺激之下，“全球失衡”成为近十年来世界经济最热门的前沿课题。关于“全球不平衡”的形成原因、可持续性以及调整路径，众说纷纭，甚至对“不平衡”的定义和测度也存有争议。尽管如此，目前国际社会，从学术界到政策层，仍然达成一种广泛的共识。那就是全球不平衡在长期中是不可维持的，从规范意义上讲，也不应该长期维持，平稳有序的调整将有益于世界经济。
有效促进全球失衡调整而不影响经济增长和金融稳定，需要世界各国，尤其是在世界产出中占有较大份额、经常项目出现庞大余额的主要国家，联合行动、分担责任。缓解全球不平衡不仅需要公共部门的政策调整，也需要私人部门的行为转变。
