第一章全球化背景下县域发展大势
第一节县域索源
县域的存在历史悠久，其发展有规律可循，“郡县治，天下安”，县域强则国家富，县域发展牵动人心。县域是国家最基本的行政和经济单元，是国民经济最基本的子系统，是宏观经济与微观经济的结合部，是城市发展与农村振兴的连接点，是拥有绝大部分自然资源和国土资源、居住大部分人口的空间单元。这些特性决定县域拥有十分重要的地位，承担着极为重大的责任，承载着大部分国人的希望。近年来，中央政府对县域发展高度重视并不断加强，继十六大报告首次使用“县域经济”概念后，2010年中央一号文件和十七大报告等多次提出要“壮大县域经济”，十七届三中全会报告进一步强调“扩大县域展自主权，增强县域经济活力和实力”。这些论述表明，县域发展已经成为贯彻落实科学发展观的具体体现和全面建设小康社会的重大战略任务，任重道远！
一、县域起源
史料记载，中国的县制起源于春秋时期，推广于战国时代，定制于秦始皇，距今已经有2700多年的历史。大约在周庄王时，楚国就已经设置中国最早的“县”，以后，一些诸侯大国都把新兼并的土地设“县”。战国中后期，随着生产力水平不断提高，人口不断增长，生产规模不断扩大，为了更好的进行社会管理和政治集权，开始在郡内设县，从而逐渐完成“郡县制”的地方行政管辖格局。秦统一六国后，秦始皇嬴政在全国确立“郡县制”行政管理体制，将春秋以来各国实行的“郡县”统一起来，实行郡统县的两级行政体系：将全国分为36郡、800多个县。秦末时郡数增至48个，管辖拐点选择———县域发展战略思考与规划对策1000多个县。这是中国历史上第一次统一实行“县制”一级行政区划。汉承秦制，实行“郡县制”的同时，还有分封制。汉高祖刘邦先后将全国55个郡中的30个郡分封给9个刘姓子孙，直接归属中央政权领导的只有15个郡。“削藩”以后，西汉文帝强化了中央集权，以后郡设增至100个，每郡下辖10～20个县，并且确立“郡以俸君、县以治民”的行政管理理念。这种体制简要、上下通达、政令畅通的管理机制，为以后历代王朝所推崇，奠定了中国封建社会统治组织的机制基础。“县积而郡，郡积而天下。郡县治，天下无不治”，“郡县治，天下安”等，都成为封建统治者治国的思想基础。
魏晋南北朝时期，州、郡数目增多，导致地方行政混乱。隋朝是中国县制比较混乱的一个朝代，隋灭陈后，废除郡，由州直辖县。初期，郡设多达五六百个，末期减至100多个。唐朝初期继续实行郡县制。唐朝初期，州的数目过多，不易管理，开始设道，“安史之乱”后形成道—州—县三级行政，废郡设州，全
国州的数量有100多个，但县的建制基本不变。唐朝是中国县制走向完备和系统化的时期，也是中国县制的中盛时期。唐朝把“县”分为京、畿、忘、紧、上、下、中、中下、下八等。县的主要职责是“导扬风化、抚黎民、审察冤屈、躬亲狱讼、养鳏寡、恤孤穷，务知百姓之疾苦”。可以说，唐朝完成了县作为国家行政基础的基本构建。“民乃邦之本，县乃国之基。安邦之难，难在固本；治国之难，难在强基。宋、元、明、清时期，又以府、州辖县。县的隶属关系经常变化，但县的建制和区划基本未变。辛亥革命后，北洋政府取消了府、州等设置，行政区划分为省、道、县三级，县隶属于道。1928年，民国政府将行政区划改为省、县二级制。这是中国现代县制的开始，县的职能也发生了根本性变化。中国县制经历了2000多年的变革，直至新中国成立后，才对地方行政区划制度进行统一的、根本性的调整。
