刚刚结束的这个世纪无论对左派还是右派的过于简单的意识形态，都是很无情的。社会主义盛极一时，并且还曾很令人向往。伟大的共产主义试验实际上已告终结（只有为数不多的几个堡垒例外，如古巴和朝鲜）。右派的意识形态，以新自由主义和市场原教旨主义相结合的“华盛顿共识”为代表，也并没有多么成功，尽管它的失败常常未得到公开承认。
过去的半个世纪显示出，虽然发展是可能的，但是并非必然。在这方面最成功的国家——例如那些东亚国家——所实行的政策与华盛顿共识具有明显的不同。在1997年的金融危机之前，东亚各国的经济不仅经历了30年史无前例的增长，而且贫困也空前减少。
这些成功引发出一种新的观点：即介于社会主义和市场原教旨主义之问的“第三条道路”。具有讽刺意味的是，美国作为市场原教旨主义的一个长期支持者，也在按照它自己的“第三条道路”发展。美国的工业在它的关税长城背后成长起来。从联邦政府1842年铺设的连接华盛顿至巴尔的摩的第一条电报线，到现代的因特网，从19世纪的农业延伸服务到20世纪和21世纪与军事相关的研究，她的新兴产业通过平静的、市场导向的产业政策得以提升。
世界上当然并不存在一条可以适用于所有国家和所有情况的单一的“第三条道路”，但是可以根据每个国家的社会、政治、经济条件选择多种做法。无论怎么说，这些“第三条道路”具有许多共同之处：
它们采取了一种在政府和市场之间寻求平衡的方法，承认两者都很重要并具有互补性。若单独行事，任何一种方式都将陷入困境。市场失灵是生活中的一个事实，政府失灵也是一样。新自由主义意识形态假设完美的市场、完全的信息，还有一大堆别的条件，但即使运行最好的市场经济也无法满足这些假设。

Introduction

在中国的经济学界，斯蒂格利茨（J.E.stiglitz）有着众多的崇拜者和追随者。究其原因，这种影响既来自于他的学术地位，更来自于其学术良心和道德所散发出的人格魅力。
1967年，斯蒂格利茨获麻省理工学院（MIT）博士学位，师从保罗·萨缪尔森（Paul Samuelson）。此后，他工作过的大学包括：耶鲁大学、斯坦福大学、牛津大学、普林斯顿大学以及哥伦比亚大学。1969年，年仅26岁的斯蒂格利茨被耶鲁大学聘为经济学教授。1979年，他获得了美国经济学会两年一度的克拉克奖——该奖项用于表彰对经济学做出杰出贡献的40岁以下的经济学家。1993年，斯蒂格利茨担任克林顿总统经济顾问团的主要成员，并且从1995年6月起任顾问团主席。1997年起任世界银行副总裁、首席经济学家。2001获得诺贝尔经济学奖。
