《日美贸易摩擦与日本产业结构调整》对战后日美贸易摩擦与日本产业结构调整的关系进行了深入系统的研究。从理论和实证两方面探讨了日本的产业结构如何引发日美贸易摩擦，分析了日本应对日美贸易摩擦的主要对策及其缓解贸易摩擦和促进日本产业结构优化的效果。指出：战后日美贸易摩擦与日本产业结构有很强的相关性。一方面，日本以机械工业为主体、高度依赖对外贸易的全套型产业结构导致了对美国出口激增，出口激增成为引发日美贸易摩擦的导火索，且贸易摩擦随着日本产业结构的升级而不断激化；另一方面，日本为化解贸易摩擦而采取的自愿出口限制、对外直接投资，日元升值和扩大国内需求等对策又促进了日本产业结构的调整优化。

Author Description

马文秀，1966年2月出生，1986年河北师范大学地理系毕业后在河北大学任教，期间攻读世界经济专业研究生，获硕士学位和博士学位。现为河北大学日本研究所教授、硕士生导师，中国世界经济学会理事，中国日本经济学会常务理事，河北省世界政治与世界经济学会常务理事。主要研究领域为日本经济、世界经济理论、国际贸易、国际金融。出版合著4部，教材2部。在世界经济、世界经济与政治、国际贸易问题、日本学刊等期刊发表论文40余篇；主持完成省部级课题4项，作为第二完成人完成国家社科基金项目2项、省部级课题6项：获河北省社科优秀成果奖二等奖1项、三等奖3项，获河北省优秀教学成果二等奖1项。

（2）工业结构演进的趋势
产业结构演进的趋势描述的是一个国家和地区走向工业化的过程和动因。工业在经济发展的一定阶段上，其在国民收入中相对比例不断上升的同时，劳动力相对比例增加不多、不快的规律说明，工业在一定的经济发展阶段上，是一个国家经济发展的主导部门。经济发展过程或者说产业结构演进过程，也就是“工业化”的过程。在西方经济学家中，德国经济学家霍夫曼（WaltherG.Hoffmann）对工业化演变规律进行了开拓性研究。①他对近20个国家18世纪以后的工业化历史和统计资料进行了经验性研究，着重分析了制造业中消费品工业和资本品工业的比例关系，提出了所谓的“霍夫曼定理”，即霍夫曼系数在工业化发展过程中是持续下降的（霍夫曼系数=消费品工业净产值／资本品工业净产值）。霍夫曼还根据霍夫曼比例由大到小把工业化分成四个阶段。他认为在第一阶段，消费品工业的生产在制造业中占有统治地位，资本品工业的生产是不发达的；在第二阶段，与消费品工业相比，资本品工业获得了较快的发展，但消费品工业的规模要比资本品工业的规模大得多；在第三阶段，消费品工业和资本品工业的规模达到大致相当的状况；在第四阶段，资本品工业的规模将大于消费品工业的规模。虽然霍夫曼的这一理论对工业结构，特别是对工业结构中重工业化规律的研究做出了重要贡献，但仍存在着许多的缺陷，为此，遭到了梅泽尔斯（A.Maizeles）、库兹涅茨和盐野谷右一等经济学家的批评。梅泽尔斯指出，霍夫曼比例仅从工业内部比例关系来分析工业化过程是不全面的，而且霍夫曼比例忽略了各国工业在发展过程中必然会存在的产业之间的生产率的差异。库兹涅茨则对用霍夫曼比例来研究工业化持否定态度，因为根据库兹涅茨对于美国资料的研究，无法得到支持资本品工业优先增长的证据。
