Book Abstract

在试图重估努德豪斯和托宾的观点时，埃斯曼和格里克（Aizemanand Glick，2003）承认防务开支通常对经济增长（通过GDP衡量）作用不大甚至有负作用。但他们对此观点质疑，认为在面临足够大的外部威胁时防务开支的确能够促进经济增长，只有那些没有威胁时的防务开支和没有防务开支时的威胁才会降低增长。
3.4.2 关于裁军收益的例证
政府支出果真会导致私人部门支出的减少吗？与本章主题更直接相关的是：军费开支是如何影响私人消费和投资的？
使用一个离散点图可以对这些问题进行研究。在一个离散点图中，每个观察点（如年份）由单一的点来表示，横轴代表一个变量的值（如当年的军费开支），纵轴代表另一个变量的值（如当年的私人投资水平）。这样的图能让我们看到两个变量的整体联系。当我们观察这样的一张图时，最主要的是寻找数据变化的趋势。换言之，也就是找出这些数据点具有上升的趋势还是下降的趋势。为了发现这一趋势，离散点图往往隐含着一条趋势线。这条线隐含了所有数据点变动的大致方向。如果这条线向下倾斜，说明在一个变量（横轴变量）增大的同时另一个变量（纵轴变量）减小，这种结果也就是我们知道的负关联或负相关。“负”这个术语的意思是，如果给趋势线列一个方程的话，这条线的斜率将是负数。
相反，若趋势线向上倾斜，说明在一个变量（横轴变量）增大的同时另一个变量（纵轴变量）也增大，这种结果也就是我们知道的正关联或正相关。同样，“正”的意思是趋势线的斜率为正数。

Introduction

因为此前参与主译过北荷兰公司推出的《国防经济学手册》，因此，刚拿到这本《战争经济学》时，我并没有认清其在国防经济学领域的学术价值。及至翻译完这本著作，尤其是在校对过程中再次通读这本著作，我为此前的自以为是感到了不安。
现在看来，《战争经济学》这本书在学科上的意义至少有以下几点：第一，作者应用了美国现代经济学入门教材惯用的通俗写法，把一些复杂的战争经济学问题阐述得十分清楚。第二，尽管写法通俗，但仔细阅读，仍然不难发现作者对经济学原理的理解十分到位，且应用自如。这尤其表现在诸如“裁军的收益”、“兵役制比较”、“武器采办合同”等章节上。可以说为“运用经济学工具分析战争与国防问题”提供了一个很好的范本。第三，本书最大的特点是理论与实践的结合。作者阐述每一个原理，几乎都有相应的应用分析案例，且原理与案例分析之间的结合可谓“天衣无缝”。第四，书中极为丰富的历史与现实材料，为本领域的后续研究提供了大量的素材，而这些素材此前在中国国防经济学领域并非很容易就能够获得或找到。第五，某种意义上看，本书与《国防经济学手册》一样，也提供了某些领域后续研究的“路线图”。所以，这本书对于那些想进入国防经济学科领域的读者，的确可以起到“领路者”作用。除去学科上的意义，那些对诸如战争、战争史、冲突以及国际关系领域相关问题感兴趣的读者，也都能从本书中寻找到自己感兴趣而此前未必知道的读点。正因此，我认为，本书不仅可以作为国防经济学学科初级教科书，还可以作为其他经济学专业与政治学、社会学等专业的优秀补充读物。
