Content Description

随着社会主义市场经济体制的建立和完善，我国政府统计体制改革在适应新的市场环境与经济形势方面迈出了坚实的步伐，取得了较大成效。然而，对于企业统计而言，尽管随着企业改革的不断深化，企业统计自身也进行了不同程度的改革，并在企业经营活动中发挥着一定的作用。但随着企业经济主体日趋多元化，企业结构和经济联系日益复杂化，对统计信息的需求成倍增长，对企业统计的要求越来越高。据调查，目前我国下少企业管理者、统计负责人甚至直接从事统计工作的统计人员对“企业统计是什么”、“企业统计千什么”、“企业统计怎么干”等统计基本问题缺乏深层次的认识与思考，因而导致企业统计的地位不高、企业统计作用难以发挥、企业统计队伍不稳定等不利于企业统计发展的诸多问题、其中原因，我们认为一方面企业统计理论研究导向存在一定问题，理论研究中严重存在重宏观、轻微观的现象；另一方面，统计理论与统计实践脱节，企业统计理论研究未能充分考虑企业统计的特殊性，使得企业统计研究的许多成果缺乏可操作性。近年来，统计分析的传统方法逐步改进和完善，先进的统计分析方法也不断涌现，但这些统计分析方法如何正确地运用于企业生产经营管理中，发现统计特有的功能与作用，一直未能很好解决。为此，如何丰富、完善、发展我国企业统计理论与方法，更好地用于指导企业统计实践，满足企业经营管理需要，成为当前迫切需要去研究和解决的一个重要课题。

Author Description

王艳明，1964年9月出生，山东省荣成人，教授，博士，山东省教学名师。现为山东工商学院统计学院院长、党总支书记，山东省特色建设专业——统计学专业建设负责人，山东省“十五”省级重点建设学科——统计学学科带头人，中国统计学会理事、中国统计教育学会常务理事、山东统计学会常务理事，校“125人才工程”学科带头人。
主要研究方向为统计理论、方法及应用。近年来在各类刊物发表学术论文40余篇；主编教材1部、参编全国“十一五”规划教材1部、全国统计规划教材1部；主持完成国家社科基金项目1项、省部级项目5项，主要完成人参与完成了各类科研项目11项，其中国家社科基金项目1项、省部级项目8项；获得省部级科研成果奖5项，获得省级教学成果奖二等奖1项，山东高校人文社科优秀成果奖4项。

Book Abstract

一种较为完善的统计教育制度，企业综合统计负责人应定期对专业科室、企业基层统计人员轮流进行培训。在报表、法规或制度有所改变时，应及时组织培训，让全体企业统计人员及时了解新情况、新动态、掌握新方法，以便更好地完成统计任务。另外，有关部门应制定相应的政策，保持企业统计队伍的基本稳定，鼓励统计人员爱岗敬业，钻研业务，不断提高统计工作质量和服务水平，使统计工作更好地为企业发展服务，为社会发展服务。
（3）大部分企业的统计工作还停留在统计基础工作的层面上，没有能够很好地对所取得的统计数据进行深入的挖掘，来对企业经营管理决策提供有力的支持，必须加强对现代企业统计理论的研究，对现代企业统计的功能、任务、内容、运行方式进行重新设计与定位。
调查表明，各企业领导对统计工作不太满意的原因为：72.7％的企业领导认为目前统计工作不能够发现、分析和解决实际问题，27.3％的企业领导认为不能够及时全面提供所需要的信息。一方面，仍有相当部分的企业领导对统计工作的重视程度不够，没能让综合统计人员真正参与到企业的生产经营决策当中；另一方面，企业统计在企业经营管理中的作用没有得到充分的发挥，大部分企业统计工作仅仅停留在完成报表等基础工作上，企业领导应该更多的关心统计工作和统计人员，为统计工作营造一个良好的发挥潜能的工作环境。随着市场化的深入，大部分企业领导认为未来企业的统计力量应该加强。他们希望统计人员能够进行深层次的分析和数据挖掘，能够从统计人员那里得到更多的管理信息与决策支持，而不仅仅只是提供统计报表。
（4）关于企业统计数据质量还存在诸多不令人满意的现象，此问题的出现，既有主观原因又有客观原因。其中，提高企业统计能力，实现企业统计工作手段现代化与加强企业统计信息化建设是提高统计数据质量关键。
