Book Abstract

1.策划决策阶段项目策划阶段包括编报项目建议书和可行性研究报告两项工作内容。依据可行性研究报告进行项目评估，根据项目评估情况对建设项目进行决策。
（1）编报项目建议书。对于政府投资工程项目，编报项目建议书是项目建设最初阶段的工作。项目建议书是投资决策前对拟建项目的轮廓设想，主要作用是为了推荐项目，以便选择项目。批准项目建议书称为立项。
（2）可行性研究。可行性研究是在批准立项后，对项目在技术上和经济上是否可行所进行的科学分析和论证。具体来说，项目建议书批准后，建设单位委托有相应资质的设计、咨询单位，对拟建项目在技术、工程、经济和外部协作条件等方面的可行性，进行全面分析、论证、进行方案比较，推荐最佳方案。可行性研究报告是项目决策的依据，应按国家规定达到一定的深度和准确性，其投资估算和初步设计概算的出入不得大于10％，否则将对项目进行重新决策。2.勘察设计阶段（1）勘察阶段。根据项目初步选址建议，进行拟建场地的岩土、水文地质、工程测量、工程物探等方面的勘察，提出勘察报告，为设计做好充分准备。勘察报告主要包括拟建场地的工程地质条件、拟建场地的水文地质条件、场地、地基的建筑抗震设计条件、地基基础方案分析评价及相关建议、地下室开挖和支护方案评价及相关建议、降水对周围环境的影响、桩基工程设计与施工建议、其他合理化建议等内容。
（2）设计阶段。落实建设地点，通过设计招标或设计方案比选确定设计单位后，即开始初步设计文件的编制工作。根据建设项目的不同情况，设计过程一般划分为两个阶段，即初步设计阶段和施工图设计阶段。初步设计是设计的第一步，如果初步设计提出的总概算超过可行性研究报告投资估算的10％以上或其他主要指标需要变动时，要重新报批可行性研究报告。初步设计经主管部门审批后，建设项目被列入国家固定资产投资计划，可进行下一步的施工图设计。

尽管“百年大计，质量第一”是建筑业最响亮的口号，但我国建设工程的质量一直令人担忧。因工程质量低劣，造成房倒、桥塌、路陷且致人伤亡的事故时有发生，数量不少的“豆腐渣”工程对人民财产和生命健康构成了极大的威胁。
2008年5月12日14时28分发生的汶川大地震，造成了大量学校、医院和居民住所的倒塌，其中有超过7000间校舍倒塌，造成大量师生伤亡。尽管在近一年后的2009年5月7日，四川省建设厅官员称：“在汶川地震中，目前没有发现主要因为建筑质量问题而倒塌的校舍。”但我国百姓开始对建筑质量有了更多的担心，很多人都发出疑问：“如果我所住的地方发生大地震，我的房子能顶住吗？我的房子是‘豆腐渣’工程吗？”
汶川地震后，遭受建筑倒塌的受害者希望能够获得损失补偿以便尽快重建，而全国百姓都希望政府部门能够通过制度改革切实提高工程质量，避免可能的“人祸”悲剧重演。
汶川地震后，一贯受人指责诚信缺失的保险业突然表现抢眼，虽然理赔总额占地震所致总损失的份额并不大，但众保险公司大造声势，一方面积极理赔，另一方面大额捐款，积极资助校舍重建和认养地震孤儿。社会对保险业的看法和期望瞬间有所提高。
将汶川地震后果和如下三个现实或现象结合起来，建设行政主管部门和保险业显然应该做出更有建设性的工作。第一是汶川地震后发现一个重要现象，即不少香港及内地慈善捐建的学校，建筑成本并没有提高，但由于有第三方监管的存在，质量可靠性大大提高，房屋倒塌很少，师生伤亡因此大大减少。
