《中国产业智库报告 破除“资源诅咒”：山西省资源型与非资源型产业均衡发展机制研究》：
虽然目前煤炭企业需要交纳可持续发展基金，但这部分基金无论在金额上，还是在使用方式上，都难以满足对环境损耗的补偿需求。建议加大可持续发展基金的比例，同时将这部分基金全部用于生态环境的恢复，杜绝被挪作他用。同时，考虑尽快征收资源税，将资源环境成本内部化，将其反映在资源开采的成本当中。二是完善产、学、研合作机制。使企业真正成为研发活动的主体，鼓励大型企业兼并、收购科研机构或建立自己的技术开发中心，同时加强高校、科研院所与企业之间的合作，不仅在于项目层面，而且要扩展到产权层面，使不同主体的利益均能够得到很好的保证，从而调动各方面的积极性，提高研发效率。三是加强金融服务体系的建设。金融服务能够为工业提供强大的支持，促进企业运营效率的提高。山西省通过建设一些全国性资源服务性金融机构，能够有效提升自身在国际国内市场的话语权，提升资源型产业的竞争力。
（二）加强人才培养和引进
人才的缺乏是山西省产业发展的最大短板，为弥补这一短板，山西省应考虑采取人才培养为主、人才引进为辅的方式，来满足山西省资源型产业发展的需求：一是加强山西省内一些大学的建设，增加教育投资，提高这些学校在全国的排名，同时为毕业大学生就业提供良好的待遇和条件，吸引更多人才留在山西省。二是由政府补贴企业进行员工培训，可以针对山西省产业结构和人才需求结构，有针对性地将一部分人才集中在省内或者派到省外进行培训。三是吸引更多的人才，并创造好的条件留住人才。吸引人才的关键是为人才提供良好的发展空间，使其在事业上能够取得应有的成绩，同时保障其与家人的生活条件，包括收入水平、住房、社会保障和医疗服务等。
