三、其他省现行东盟战略的启示
前几年，广西、云南等省区积极配合国家的战略意图，大力推动与东盟合作，它们推行的一些战略有其积极意义的一面，但也存在一些难以跨越的瓶颈，对广东很有启发作用。
（一）其他省区对东盟战略的局限
广西力推之“一轴两翼”战略与“泛北部湾战略”缺乏市场动力。广西2004年因承办南宁博览会而建立了“南宁渠道”。但南博会政治色彩浓重而经济成效不足，据会管当局介绍，尽管每届广东参会企业在增加，可重复参会的几乎没有，可见经济成效微薄。为扭转这一困境，广西前两年提出“一轴两翼”战略，即拉近与新加坡的合作，同时推进与越南、缅甸的合作。可是，这一战略并没有获得新加坡的积极回应（主要是经济合作层次有较大落差），更受到越南、缅甸的冷遇。为此，去年开始又正式推出“泛北部湾战略”，首先推动港口合作，并获交通部支持，将四个港口合并为“北部湾港口集团”在青州建保税港区，但广西国际航线与货运量有限，想从物流突破的路径选择存在很大的瓶颈。今年南博会期间将推“金融服务展馆”与金融论坛，但金融合作没有产业基础也很难展开。泛北部湾战略①虽然由广西提出，但是联合专家组会议中广西方面一直没有提出具体方案。
云南利用“昆交会”主推“大湄公河次区域合作”影响力有限。该战略主要促进共同开发湄公河流域的水力与航运资源，受到环境保护与地质条件限制，合作进展缓慢，效益更是远期。而且，该区域属于“10+1”中的次区域合作，对于东盟整体经济的影响力不大。
