“十三五”结构性改革的三大任务 “十三五”以经济转型为主线的结构性改革，重点是正确处理好市场、企业和政府的关系，更大程度地发挥市场在资源配置中的决定性作用，进一步激发企业活力，加大更有效的制度供给，以实现经济转型的实质性突破。
服务业市场开放是结构性改革的“重头戏” 从工业市场开放到服务业市场开放是大趋势。“十三五”，我国要形成服务贸易为重点的开放型经济新格局，需要有序扩大服务业的对外开放；另一方面，把握我国经济转型升级的大趋势，关键是以服务业市场开放为重点发展现代服务业。
服务业市场开放滞后是市场化改革的“突出短板”，比如服务业市场化程度低、服务业对外开放的程度较低、服务型经济水平低、服务价格高等。伴随着服务业领域社会资本投资增速将超过工业、服务业固定资产投资中社会资本投资占比过半，服务业市场开放是市场化改革的“最大红利”，服务业市场开放将给社会资本带来巨大的投资空间。
服务业市场开放牵动影响转型发展全局。形成服务业为主导的产业结构，需要通过服务业市场开放，形成有效投资；形成消费拉动经济增长的格局，需要通过服务业市场开放，扩大服务供给能力；推进双边、多边自由贸易进程，需要有序扩大服务业对外开放，并通过服务业市场的双向开放，形成以服务贸易为重点的开放型经济新格局。就是说，落实十八届五中全会提出的“开展加快发展现代服务业行动”，关键在于尽快制定“十三五”服务业市场开放的行动计划。

以优化企业发展环境为重点的结构性政策调整与结构性改革市场经济条件下，供给改革的主角是企业和企业家。为解决经济结构调整中企业、尤其是实体经济的困难，十八届五中全会要求“优化企业发展环境，开展降低实体经济企业成本行动”。应当说，在当前经济转型的特定背景下，需要把优化企业发展环境、激发企业活力、倡导企业家精神作为结构性改革优先解决的重大问题。
经济转型时期优化企业发展环境具有紧迫性。从当前经济下行压力增大与经济风险因素增多的情况看，未来1～2年，并不是大规模进行企业改革的最佳时期。在这种情况下，要努力寻求短期应对危机与中长期转型相结合的有效路径。例如：加快企业结构调整，优化企业的技术结构、产品结构和组织结构，促进企业转型升级；加快发展新兴企业，要以信息产业为重点，改造提升传统产业、培育发展适应企业转型升级的新兴产业；鼓励引导企业兼并重组，对“僵尸企业”要建立差异化处置的甄别机制，对确实需要淘汰的企业，要逐步退出市场，以降低经济社会风险。
重在优化企业转型与改革的经济社会环境。例如，全面实行负面清单制度，保证各类生产要素的自由流动；加强知识产权保护力度，保证企业尤其是中小企业创新收益，提高企业创新的积极性。
“激发企业家精神，依法保护企业家财产权和创新收益。”激发企业活力，首先是激发企业家精神。
这就需要尽快建立并完善有利于创新型企业家的选拔机制、培养机制、激励机制和约束机制，依法保护企业家财产权和创新收益，形成企业家健康成长的宽松环境。
以监管转型为重点的简政放权与结构性改革我国仍是一个转型大国，推进供给侧结构性改革的实质是处理好政府与市场的关系。当前，在加快经济结构调整、尤其是经济下行压力增大的背景下，需要的是加大放权、减权的力度，需要的是进一步开放市场，激发市场活力，严防“把市场关进权力的笼子里”。
向企业“放权”要有新突破：“互联网＋”时代，实现企业自主登记注册的技术条件和时机已经成熟，借鉴国际商事制度经验，全面实施企业自主登记制度；适时取消企业一般投资项目备案制，除政府投资之外，企业一般投资项目一律由企业依法依规自主决策，将投资决策权还给企业；以公平竞争政策取代产业政策。市场经济条件下，政府的主要职责之一是营造公平竞争的市场环境。除农业等特殊产业外，尽可能少用或不用产业政策干预企业的经营行为。
市场监管体制转型要有新举措。实现行政审批与市场监管严格分离，以保障市场监管机构的独立性、权威性、专业性；调整优化市场监管的行政权力结构，在金融领域、消费领域、反垄断领域，尽快建立统一的、综合性市场监管机构；形成政府与社会协同的市场治理新格局，在强调政府市场监管主导作用的同时，积极引导各类市场主体自治，提升企业社会信用，促进市场主体自我约束，诚信经营，充分发挥行业组织的自律作用、舆论和社会公众的监督作用，逐步形成统一开放、竞争有序的市场生态环境，尽快建立起与市场经济发展阶段相适应的市场治理体系。
