Content Description

区域合作与产业对接是经济一体化与区域集团化的主要内容，是市场经济的产物，是社会经济发展的必然过程，也是区域关系的重要内容。由自然、经济、社会的地区差异引起的地域分工是产生与形成区域合作与产业对接的强大动力，由地域运动引起的要素流动是实现区域合作与产业对接的重要保证。
区域合作与产业对接两个名词概念的含义大致相同，但是两者的内涵有很大不同。区域合作的内容十分广泛，凡是涉及区域关系的内容均包括在区域合作的范围内，如自然、经济、社会、政治、外交，乃至军事等领域，均属于区域合作的内容。涉及主权国家范围内的区域合作，虽然不涉及外交与军事领域，但它包括自然、经济、社会所有领域的区域合作。而产业对接涵盖的面则比较窄，狭义的产业对接主要指产业层面，如产业上下游的对接，资源与加工、深加工的对接，研发、组装与零部件的对接，资金、技术与产业的对接等等。

Author Description

陈才，1931年3月生，黑龙江省庆安县人，第二、三届国务院学位委员会学科评议组成员，东北师范大学荣誉教授，东北师范大学中国东北研究院和城市与环境科学学院教授、博士生导师。1960年毕业于前苏联列宁格勒大学地理系，获副博士学位。长期以来，主要从事区域经济地理学理论与区域经济开发实践的研究，卓有建树。出版《区域经济地理学》，《世界经济地理》等著作10余部，在《地理学报》、《地理科学》等学术期刊上发表论文70余篇，主持国家级、省部级科研项目20余项。主要从事图们江地区开发与我国东北区域振兴研究。曾荣获省部级科技成果一等奖两次，二等奖两次，三等奖两次，1991年被评为吉林省有突出贡献的中青年专家，同年享受国务院政府特殊津贴，1998年被评为吉林省省管优秀专家，曾荣获曾宪梓教育基金高等师范院校教师奖、宝钢教育基金优秀教师奖。

第一章关于产业对接与跨区域合作的理论研究
随着经济地域系统的发展与演变，产业对接与跨区域合作在地区经济发展中的地位和作用不断加强。对产业对接与跨区域合作理论的探讨有助于在实践中为跨区域合作提供更多的理论支撑，可以使政府和企业少走弯路，获得事半功倍的效果。
第一节产业对接与跨区域合作的关系
区域经济发展的非均衡性与跨区域互动合作是当前我国经济的一个显著特点，由此引发的我国东西部地区的产业梯度变化构成了产业对接的关键。产业对接实际包含“产业转移”和“产业承接”两个互相联系的双向环节，一方面取决于产业转出区的愿望和利益（可形成产业转移），另一方面取决于产业转入区的技术消化能力、比较优势和经济发展水平（可形成产业承接）。
20世纪下半叶，发生在国家与地区间的产业转移成为国际经济现象之一，即产业由一些国家或地区转移到另一些国家或地区。一般是从劳动密集型产业开始转移，然后发展到资本、技术密集型产业的转移；从相对发达的国家或地区转移到次发达的国家或地区，再由次发达的国家或地区转移到发展中国家或地区。
产业转移的基础是各国或地区之间存在的产业梯度。由于产业梯度的存在，以及各国或地区产业结构不断升级的需要，产业在国家或地区将是梯度转移的，一国或地区相对落后或不再具有比较优势的产业可以转移到其他与该国或地区存在产业梯度的地方，成为其他国家或地区相对先进或具有相对比较优势的产业，从而提高吸收方的产业结构层次与水平。
产业承接与产业转入区的政府政策、产业结构特点和基础设施等要素密切相关。产业转入区的政府制度或政策可以为产业转移和产业承接提供良好的软环境。根据区域经济发展现状，产业转入区能否创造出适合本区域比较优势的产业政策，主动承接产业转移，是影响产业承接的重要因素。另外，区域产业要素资源禀赋、产业结构特点，对转移产业的技术层次、市场前景、环保要求和可持续发展前景的了解也是影响产业承接的重要条件。产业对接是产业转移和产业承接的一种协调的结合。
跨区域合作有着相当高的制度依赖性。制度的实质是引导资源配置的规则，甚至可以将制度看成与资本、劳动等同等重要的一种资源或要素。区域经济的合作与区域经济的发展实质都是资源配置问题，如果我们已确定将市场机制作为资源配置的主要方式，按照制度经济学的观点，凡是有利于市场交易量扩大的制度，都可以视为制度资本；凡是不利于市场交易的制度，都可以看成制度成本。我们现有的制度究竟是一种能够促进区域经济合作与发展的资本还是一种制约区域经济合作与发展的成本？在构成区域经济合作与发展中，资本、劳动、制度等要素之间的关系怎样？如何解除制度约束，实现跨区域经济整合及区域经济的协调可持续发展？这些都是跨区域合作需要研究的课题。
产业对接是跨区域合作的一种高级形式；跨区域合作是产业对接的基础。只有理顺和协调区域产业结构和区域制度因素，才能达到真正的产业对接和跨区域合作。
