近几年，伴随着全球金融危机负面影响的逐渐消退，影响全球经济的多个变量正在进行着再调整，也在潜移默化中对中国经济社会发展产生着重大影响。更为重要的是，十八届三中全会以后，中国仍将处于重要的战略机遇期，中国也正在进入一场以改革开放引领创新发展的关键时期。在未来转型发展的现实需求和基本走势下，促进服务业尤其是现代服务业的发展显得非常重要。在既有的发展实践中，体制变革一直是我国现代服务业成长的动力源泉，但服务业及其企业“做不大、做不长、做不强”的现象却始终存在，其病因就是“体制病”。正是基于这样的考虑，《中国服务业“体制病”研究》试图解构服务业“体制病”的理论内涵，并尝试立足中国国情，全方位把脉全球化、市场化、工业化、城市化背景下的“体制病”表现，在此基础上通过“四元治理”假说，指明中国现代服务业体制创新方向，并给出相关对策建议。

Author Description

胡晓鹏，男，1975年2月生，山东济南人，上海社会科学院部门经济研究所研究员，博士生导师。第十一届全国青年联合委员会委员，国家开发银行特聘咨询专家，上海市“曙光学者”，上海市“社科新人”。曾获得上海市“新长征突击手”称号，上海市五一劳动奖章，首届上海社会科学院张仲礼学术奖；三次荣获中宣部舆情好信息嘉奖。近年来，先后在各类期刊报纸表学术论文百余篇，出版著作八部，有多篇专报获得中央政治局常委及上海市主要领导的肯定性批示。

最近几年间，伴随着全球金融危机负面影响的逐渐消退，影响全球经济的多个变量正在进行着再调整，也在潜移默化中对中国经济社会发展产生着重大影响。更为重要的是，中共十八届三中全会后，中国仍将处于重要的战略机遇期，中国也正在进入一场以改革开放引领创新发展的关键时期。在未来转型发展的现实需求和基本走势下，促进服务业尤其是现代服务业发展的任务显得非常重要。在既有的发展实践中，体制变革一直是我国现代服务业成长的动力源泉，但服务业及其企业“做不大、做不长、做不强”的现象却始终存在，其病因就是“体制病”。正是基于这样的考虑，本书试图解构服务业“体制病”的理论内涵，并尝试立足中国国情全方位把脉全球化、市场化、工业化、城市化背景下的“体制病”表现，

在此基础上通过“四元治理”假说指明中国现代服务业体制创新方

向及其对策建议。

笔者认为，中共十八届三中全会后，中国将步入更深入的二次转型阶段，经济发展也正在进入到新常态之中，加速现代服务业的发展是确保转型成功的重要条件之一，也是经济发展新常态的基本要求。在此期间，有五个方面的“新”变化值得重视：一是发展方式的新战略。全球金融危机后的很长时期里，受外部环境、要素稀缺和社会发展滞后等制约因素的进一步影响，发展方式转型将成为该阶段的战略主线。二是区域合作的新趋势。包括东中西区域发展格局的调整并由此引发的区际产业分工的变化、区域一体化进程的加快以及城市化进程的提速三个方面。三是产业升级的新内涵。以转型为契机，构建符合中国经济发展新特征的现代产业体系，这就需要加快发展现代服务业，并通过产业融合与产业联动发展，提升服务业在国民经济中的比重，引导产业结构从工业经济向服务经济转型。四是改革深化的新动力。未来很长的一段时期里，我国将在体制机制改革的深水区中渡过，通过所有制结构、政府管理体制、社会管理体制等方面的改革为现代服务业带来新一轮发展的动力。五是开放升级的新引擎。今后，我国的对外开放

也将步入一个全新的阶段：一方面过去那种长期依靠政策激励、粗放发展的开放模式将转到制度优化、效益提升的开放模式上来；另一方面，原来地区竞争性的开放将转向地区协同性的开放，将外资利用放到整个国家战略层面加以考虑。而且对外开放的导向将转化为对外开放与对内开放相结合，并从外资引进为主转到外资引进和对外投资并重方面。
