《战略性新兴产业发展对中国能源消费的影响研究》从影响机理上分析了战略性新兴产业是如何引致能源效率和能源消费结构发生改变的。战略性新兴产业具有知识技术密集的特点，产业关联性强，具有引领未来产业发展的导向性。鉴于此，战略性新兴产业的发展既能促进其他产业的技术提高，继而引起社会整体技术进步，又能推进产业升级转型，进而改变产业结构。在国内外已有的研究中，多数学者都认为产业结构变迁和技术进步是改变能源效率和能源结构的主要因素。在梳理了相关文献的基础上，首先从产业革命和“结构红利”的视角来分析战略性新兴产业通过改变产业结构，继而影响能源结构和能源效率的作用机制。然后，将能源作为生产要素纳入生产函数模型进行分析，说明战略性新兴产业引起的技术进步能够提高能源效率。

Author Description

姜莱，辽宁大连人，经济学博士，现为首都经济贸易大学工商管理学院博士后。
2009年于复旦大学获得硕士学位，2014年于东北财经大学获得博士学位，2010～2015年于东北财经大学国际商学院任讲师。
主要研究方向为产业经济、能源经济。曾参与国家社会科学基金重大项目及省部级项目，主持北京市博士后工作经费资助项目，并在CSSCI和其他核心期刊上发表多篇论文。

《战略性新兴产业发展对中国能源消费的影响研究》：
1.3.2主要创新点
从能源效率和能源结构的角度来研究战略性新兴产业发展带来的影响，对能源消费和战略性新兴产业两个研究领域来说，都是一次新的尝试。为此，在理论研究和实证研究上，都做了一定的创新，具体如下：
第一，在能源效率影响因素的研究中，引入新的视角，加入新的变量。已有的研究普遍认为，能源效率的影响因素一般包括结构变化、技术进步和制度改变三大方面。笔者经过文献挖掘和进一步分析发现，新兴产业的发展能够通过影响技术、结构和制度三方面因素对能源消费产生影响，于是，《战略性新兴产业发展对中国能源消费的影响研究》尝试将战略性新兴产业发展的相关指标也作为影响能源效率的因素纳入考虑，这是对能源消费相关理论的一点补充。同时，从能源消费的角度来检视新兴产业给社会经济带来的影响，也丰富了战略性新兴产业的相关研究。已有的关于战略性新兴产业的研究偏重企业创新机制、财政金融扶持政策、产业链与产业集群、产业的评价与选择、政府行为等方面，鲜有研究对战略性新兴产业带来的效果和影响进行检验。发展战略性新兴产业是否能够起到节能降耗的作用？是否改变了能源结构？《战略性新兴产业发展对中国能源消费的影响研究》试图在实证检验中找出答案。
第二，在考察战略性新兴产业对能源效率的影响上，按化石能源资源和气候资源丰度这两个维度进行分组分析。中国地域广阔，各地区的自然环境和经济发展情况差异很大。在以往对能源效率的研究中，大多只按照经济发展水平分为东部、中部、西部。而能源消费问题十分复杂，除了经济发展水平，自然禀赋也是重要的影响因素。在完全市场下，如果能源资源稀缺，价格会升高，理性的使用者会做出节约，或积极寻求替代品等行为；如果资源丰富，则在使用中会出现浪费、低效、不愿付出成本改变等现象。在《战略性新兴产业发展对中国能源消费的影响研究》的分组研究中，除以代表传统能源丰富程度的化石能源资源指标作为分组标准外，还引入气候资源丰度指标作为分组依据，该指标能在一定程度上反映新能源资源的丰度。化石能源资源贫乏的地区可能存在丰富的新能源资源，随着新能源产业日趋成熟，能源消费格局会逐渐改变。因此，将上述两个维度结合，可以更全面、更细致地考察能源效率的影响规律。
第三，在实证模型的运用上，利用面板向量自回归模型（PVAR）、面板误差修正模型（PECM）以及面板门槛模型（Panel Threshold Model）对2000-2011年中国省际面板数据进行了实证检验，得出战略性新兴产业的发展对能源结构的影响规律。这或将为相关理论研究和政府部门制定相关政策提供一定的借鉴。

当今世界普遍面临的一个问题就是经济社会发展与能源消费之间的矛盾。一方面，能源消费是驱动经济增长的重要引擎；另一方面，能源过度消费会引起资源短缺、环境污染、生态破坏等问题。中国人口众多，近年来经济实现高速增长，能源供需缺口逐渐成为制约经济增长的瓶颈，同时，大量消耗化石能源引发的环境污染问题日益凸显，节能减排压力格外严峻。如果不能合理解决能源消费的相关问题，能源安全得不到保障，目前的经济增长速度也难以为继，还将严重影响居民健康和生活质量。解决这些问题的根本途径就是要转变经济增长方式。在此背景下，国家提出大力发展战略性新兴产业，依靠科技进步和创新，推进产业转型升级。战略性新兴产业具有“知识技术密集、物质资源消耗少、成长潜力大、综合效益好”等性质，对其他产业能够发挥引领性和带动性。通过发展战略性新兴产业，整个经济应当逐步实现“低投入，高产出”，“少排放，多利用”。那么，战略性新兴产业的发展对中国能源消费有何影响呢？具体来说，就是看它是否起到了提高能源效率和优化能源结构的作用。这也是本书试图解答的问题。
