Author Description

刘力钢，辽宁大学教授、博士生导师、博士后合作导师，国务院学位委员会工商管理学科评议组成员，辽宁大学商学院学术委员会、学位委员会主任，工商管理一级学科带头人。主要研究领域为企业可持续发展、企业战略变革与成长、企业咨询与策划等。主持和参与了国家社科基金、国家自然科学基金、国家教育部“211”工程重点项目等7项国家研究课题，主持完成省部级课题12项。在国家、省级刊物公开发表论文100余篇，出版专著12部。

孟伟，1986年生，毕业于辽宁大学，管理学博士。主要研究领域为公司战略管理、企业管理创新等。先后参与国家社科基金项目、教育部“211”工程重点项目以及省、市级科研项目多项。

还有一些学者认为，中小企业的蓬勃发展得益于生产力的发展、科技进步和技术变革等。日本学者中村秀一郎在《大规模时代的终结——多元化产业组织》中指出，20世纪70年代以后，由于产业结构和需求结构变动等诸多原因，大企业生产经营步履维艰，“大规模时代”已经终结，生产力的发展使得日本从大型重化工业时代跨人信息化时代，促使中小企业存在和发展的客观基础正在形成。首先，科技进步推动生产力迅速发展，生产力的发展进一步引起产业结构由资本密集型向知识密集型或技术密集型转移，导致人们对规模经济的根本信念发生动摇。其次，随着人们收入水平的提高，需求结构向多元化、个性化调整，为了适应需求结构的变化，传统的标准化大批量的生产方式被多品种少批量生产方式所取代。最后，中小企业的发展获得国家产业政策的支持。因此，中村秀一郎认为，生产力的发展推动中小企业的蓬勃兴起，中小企业将进入结构性大发展阶段。Karlson（1989）指出，技术进步降低了企业生产的最小有效规模，中小企业中同样存在规模经济。同时，科技进步提高了生产效率，大大降低了企业的生产成本，使得中小企业更有能力获取市场竞争优势，获得生存和发展的空间。另外，科技的发展也极大地降低了进入壁垒的风险，使许多中小企业可以进入更为广阔的领域进行生产经营，因而科学的发展使得中小企业能够蓬勃发展。Acs和Audretsch（1993）同样认同技术的发展是中小企业兴起的主要原因。他们认为，科技革命使产业的发展方向发生了根本性的改变，人类已进入一个以创新为主的新的技术时代，旧的经营模式已经不符合新技术时代的要求，官僚化的大企业生产经营模式暴露出严重的缺陷，新的产业形式蓬勃发展，中小企业的灵活性经营方式顺应了这样的发展趋势。因此，科技发展为中小企业的发展提供了一个史无前例的契机，拓展了其生存空间。
二、中小企业兴起的原因
第二次世界大战以后，借助于新技术革命的发展，西方主要资本主义国家实现了中小企业的重新振兴与快速发展，中小企业已成为市场繁荣的基础和经济兴盛的支柱。据资料统计：美国现有中小企业2000万家左右，占美国国民生产总值比重的39%，1/2的技术创新和2/3的新就业来自中小企业。日本现有中小企业650万家，占日本企业总数的99.1%，占其国民生产总值比重在50%以上。中小企业兴起的原因主要有两个方面。
（一）新技术革命
随着新技术革命的兴起，科学技术作为第一生产力，极大地推动了生产力水平的提高，也成为中小企业存在和发展的根本原因。第二次世界大战后，特别是20世纪70年代以后，日、美等主要资本主义国家的科学技术得到了迅速发展，特别是以微电子技术为代表的新技术革命，使构成生产力的诸要素发生了革命性的变革，因此不仅为中小企业提供了先进的生产手段，也为其开辟了广阔的经营领域。科学技术在某一方面的重大突破，不只是产生一个新的产业部门，而是产生一个新的产业群，从而使得传统的有烟工业让位于新兴的无烟工业，“重厚长大型”产品让位于“轻薄短小型”产品，而“轻薄短小型”产品只需较小的空间和较少的设备就能生产，正适应中小企业的生产规模。新兴产业群的兴起，为中小企业在生产领域和流通领域的大量存在创造了条件。另外，科学技术的迅速进步，也给中小企业提供了最新的生产手段。现代科技革命的一些重要成果，为小企业的生产经营创造了技术条件。从而使得许多中小企业有可能利用自身特殊优势在技术进步、经济效益等方面取得较好的成果。20世纪70年代中期以来，许多国家企业规模结构明显地从集中转为分散，由大型转为小型，同时研究开发型中小企业与日俱增，说明科技进步使中小企业生存发展成为可能。
