资源的战略和战术部署之间的差别对方法论具有重要性。战术部署通常集中在非常窄的和特定的一组目标方面。也许包括处理在一个城市的某个区域突发的街头抢劫，或在健康部门的一个特定的区域的突发的疾病传播，或非正常发生事故的区域识别。战术响应形成的基本数据集通常是短时间周期的。或许需要快速地采集数据并伴随相关的数据处理，或许是“热点”分析，以支持正在发生并在竞争需求之间优先的一些非正常发生的事件（Craglia等，2000）。
