翻开人类社会发展的历史长卷，在任何一个大的转折点，首当其冲的都是战略突围。工农红军历经“四渡赤水”，两万五千里长征走过雪山草地，都记载着新中国的突围之路。并由此上溯到汉武大帝的雄才大略，至今闪烁着中华民族北上突围、霍去病勇冠三军、张骞开拓丝绸之路的“博望”奇功。而且这种战略突围并非全部处于发展的起点，而是存在于中华文明绵延不断的每一个关键节点。
网络时代来临，我们在历史长河浩浩荡荡的大趋势中思考时代重大课题，在世界发展波涛汹涌的大格局中思考民族复兴大计，在国家改革开放渐入佳境的大形势中思考党的施政大略，都无法回避网络时代蕴含的巨大历史机遇和挑战。诚如习总书记所讲，“我们前所未有地靠近世界舞台中心，前所未有地接近实现中华民族伟大复兴的目标，前所未有地具有实现这个目标的能力和信心”，但同时，“当今世界，互联网发展对国家主权、安全、发展利益提出了新的挑战，必须认真应对”。
网络时代来临，以“数字立国”的战略魄力适应新常态、开拓大格局，这既是时代的呼唤、对手的挑战，更是我们主动应变。当前，以网络空间为战略高地，“境内因素与境外因素相互交织、传统安全因素与非传统安全因素相互交织、现实社会与虚拟社会相互交织、敌我矛盾与人民内部矛盾相互交织”。这其中，尤为突出的是，网络经济结构的复杂程度前所未有，网络颠覆渗透的激烈程度前所未有，网络攻防难以预料的威胁程度前所未有，国家网络空间治理面临“生产力、文化力、国防力”全面突围的迫切需求。
网络时代，我们警示：作为世界第二大经济体的中国，已经赤裸裸地站在美思科等“八大金刚”面前；我们疾呼：危急时刻，网络“八大金刚”带来的巨大威胁，丝毫不亚于火烧圆明园、毁灭世界文明的“八国联军”。中央网信办王秀军副主任也指出，“在危机时刻，如果一个国家涉及国计民生的关键基础设施被人攻击后瘫痪，甚至军队的指挥控制系统被人接管，那真是‘国将不国’的局面”。此时此刻，中华民族伟大复兴必须直面网络挑战，以网络空间“一把手”工程为牵引，走出一条网络突围路。
2014年2月27日，网络空间“一把手”工程启动，习总书记强调“没有网络安全就没有国家安全”，中华民族走上了从网络大国走向网络强国的伟大历程。这个伟大历程，需要涵盖“技术先进、产业领先、攻防兼备”等一系列基础性工程，但“战略清晰”必须始终作为置顶选项。尤其面对赤裸裸地站在美思科等“八大金刚”面前的现实威胁，面对军国主义可能在网络空间复燃的潜在危机，我们必须有“中华民族已经到了最危急时候”的战略清晰，以“数字立国”的战略魄力，让“网络突围”成为从网络大国走向网络强国长征路上的“一号工程”。
实现网络突围，既要看到信息失控、技术弱势、利益羁绊的现实短板，更要看到思维落后的主观弱点。也就是说，我们不仅要突破美思科等“八大金刚”们重重设置的技术包围，也要突破利益集团们层层包裹的糖衣炮弹，更要突破传统思维的叠叠涌现的行为羁绊。具体来讲，需要在国际、国家、军队层面直面挑战、统筹经略，警惕并防范“三种任性”态势的滋生和延续。
在国际层面，一是防范美国“有权利就任性”，其实际独自控制互联网域名管理权、标准制定权，网络霸权思维广为诟病，并主导结成网络联盟，形成网络强权包围之势；二是国际财团“有金钱就任性”，国际资本正利用网络经济的新结构影响网络政治的新生态，中国名义上占有全球十大互联网企业的四席地位，但哪一家都是外资实际控股，资本包围格局已经存在；三是包括个人在内的先进技术拥有者“有技术就任性”，无论是黑客炫耀技术，网络犯罪借用技术，还是利益集团垄断技术，事实上都形成技术包围之势。突出这重重包围，需要大智大勇、循序渐进，激发“网络空间命运共同体”意识，推动国际网络空间治理体系改革，实现“互联互通、共享共治”的美好愿景。
在国家层面，一是职能部门可能“有权利就任性”，让网络空间“一把手”工程的战略清晰被部门利益所淹没；二是BAT等成功互联网公司可能“有美元就任性”，让网络强国的“产业领先”被企业利益所淹没；三是缺少网络基因的国家队很可能“有背景就任性”，让“自主可控”的国家战略被企业属性所淹没。这些人性很可能导致“良木因无水而枯，洼地因多水而腐”。突出这重重包围，需要以网络强国建设为责任，以大智慧化解大矛盾，不断提升国家网络空间治理体系和治理能力现代化水平。
在军队层面，一是新军事变革不排除“有忠诚就任性”，只考虑“打胜仗”，不考虑“能打仗”，依然将未来战争输赢聚焦于传统领域，忽视网络战争的巨大威慑力量；二是战斗力生成很可能“有位置就任性”，缺乏正确的评估标准和任免机制，忽视战争转型对指挥员知识结构的网络化要求；三是人才管理经常会“有规则就任性”，在军民融合程度前所未有的网络国防领域，忽视“高手在民间”的基本态势，用“个人利益”驱动“落伍规则”，遏制了全新领域的创新发展。突出这重重包围，需要加速推动军队机制体制变革和网络化转型，才会有能力维护网络空间国家主权、安全和发展利益。
任何突围之路，很多时候并不是规划出来的，而是对手逼迫出来的。本书内容主要是针对当时热点事件的思考，出现很多“四渡赤水”式的重叠，章节之间的衔接并非一个完备的整体，但希望可以“形散而神不散”。全书从“谁是网络空间的最大威胁”入手，强调“没有网络安全就没有国家安全”，进而在“网络空间是人类最大命运共同体”的理念上，从“建立国家网络空间治理体系”、“经略网络空间”、“建立中美新型大国网络关系”三个视角，探讨了中华民族的网络突围之路。
