Author Description

唐小松，男，湖南安仁龙海人，广东外语外贸大学加拿大研究中心主任、教授、硕士生导师。1985-1989年，在湖南师大外语系读本科，获英语语言文学学士学位；1989-1992年，在湖南师大法学院国际法专业学习，获法学硕士学位；1998-2001年，在复旦大学国际关系与公共事务学院国际政治系学习，获国际关系学博士学位。1992-1994年，先后在湖南省旅游局和广东省中山市旅游外事局担任外事翻译。1994-1998年，任教于湖南科技大学。2002年，在广东外语外贸大学外交学系、国际问题研究所工作。兼任中国加拿大研究会副会长、全国高校国际政治研究会常务理事、察哈尔学会高级研究员。主要研究方向是中美关系、加拿大政治与外交、公共外交和网络外交。

《变化中的加拿大》：
第二，它促进了更全面的安全观，加速取代传统军事安全，成为加拿大北极安全政策中的主导思想，例如，在哈珀政府的领导下，北方安全与北方地区经济发展的关系变得尤为紧密。Heathe，认为，“北方战略最重要，也是最核心的成果之一并非通过军事威胁实现‘安全’，而是它带来了将社会经济发展作为实现主权与安全的辅助政策这一新思路。”事实上，《经济行动计划》《北方就业与发展法》的发布与CanNor的成立都体现着这种思路。第三，它使加拿大加强与自身的传统安全与贸易头号合作伙伴——美国及其他北约盟国走得更近，“借力”满足安全管理的需求。事实上，北方安全合作是加美北极政策的重要一环，其具体内容包括通过北美防空司令部加强与美国的合作，强化对北极领空的监控；每年举办“纳努克行动”军事演习等。在2010年的“纳努克行动”中，加拿大军队与美国海军和海岸警卫队以及丹麦皇家海军共同参与了军演，目的是强化北极邻国共同合作解决紧急事件的能力。以上三点形成了一种合力，共同为加拿大当前北极外交政策做出了贡献。

与其他地区不同，环境问题是北极地缘政治与地缘经济中的重要组成部分。可以认为，北极环境的变化不仅是地区性的问题，更会波及世界各个地区，造成包括海平面上升、气候变化等一系列全球影响。北极各国作为北极领土的直接所有者与管理者，在处理各自之间的权责关系与纠纷时，无论是从自身的利益，还是从作为全球化世界一分子的责任出发，都不得不着重考虑环境问题。

前言

2011年12月，趁着国家政策的春风，教育部国别和区域研究培育基地广东外语外贸大学加拿大研究中心正式成立。数年以来，伴随着国家对国别和区域研究的重视、加拿大研究在中国的发展以及中加关系的升温，中心在上级领导与社会各界的关心与支持下，一步步壮大，成为中国加拿大研究的一张闪亮名片。
广东外语外贸大学加拿大研究中心一直以服务国家重大战略需求为中心，以统筹基础理论研究和应用对策研究为重点，以提升科学研究水平和国际影响力为抓手，以国际化人才培养和学科建设为依托，以科研体制机制改革创新为支撑，力争成为国内一流、国际知名的加拿大问题研究的人才库、信息库、思想库和高端智库。目前，中心拥有由30多名专兼职人员组成的科研队伍，从多视角、多维度积极帮助中国社会认识、熟悉和理解加拿大，力图在国家破解有关加拿大乃至北美地区的重大难题方面有所贡献，并为中国提升在以上地区的软实力发挥积极作用。
适时跟踪加拿大研究形势、编写《加拿大发展报告》和加强与国内外同行的合作交流是中心非常重要的工作，中心每年举办的加拿大发展报告发布会暨加拿大国际学术研讨会也已经成为国内外加拿大研究同行的一件盛事。2016年10月15日，《加拿大发展报告（2016）》发布会暨加拿大研究国际学术研讨会“特鲁多的外交政策”在广东外语外贸大学召开。会上，加拿大驻广州总领事馆总领事白静芳（Rachael Bedlington）、国际加拿大研究会会长苏珊（Susan Hodgett）、中国加拿大研究会会长杜发春、社会科学文献出版社总编辑杨群、广东外语外贸大学副校长阳爱民等五十余位领导、专家和学者济济一堂，共同聚焦但不限于加拿大新总理小特鲁多上台后内政外交政策的变化，预测加拿大社会未来发展形势，为中加合作建言献策。
本论文集的十五篇文章遴选自该会议。从内容来看，它涵盖了加拿大政治、经济、外交、文化和教育等领域，既有学界关心的热点问题，也有值得长期关注的基础性问题，作者既有德高望重的学界前辈，也有意气风发的青年学子。我们衷心希望，该书的出版能够为学术界提供一个沟通和交流的平台，也能够帮助社会各界更多地认识、关注和重视加拿大，从而让中国的加拿大研究事业更上一层楼。
