Book Abstract

2013年初，国家粮食局召开全国粮食流通工作会议，认真贯彻落实中央关于粮食工作的方针政策。要求各级粮食部门切实把思想和行动统一到中共十八大精神上来，把智慧和力量凝聚到落实中央决策部署上来，认真学习贯彻李克强总理视察指导粮食流通工作的重要指示，全面贯彻落实中央经济工作会议、中央农村工作会议精神，按照稳中求进的总基调、扎实开局的总要求和“守住管好‘天下粮仓’，做好‘广积粮、积好粮、好积粮’三篇文章”的总部署，坚持以“守底线、保安全、惠民生、促发展”为目标，坚持以抓收购、保供给、稳粮价为中心，坚持以深化改革、强化创新为动力，推进粮食流通各项工作，切实保障粮食有效供给，维护国家粮食安全。强调要以全力保障“种粮卖得出、吃粮买得到”作为粮食流通工作的“底线目标”，绝不允许发生农民“卖粮难”，绝不允许出现粮食供应脱销断档。要在守住这一底线的基础上，力求更好更优。会上对《关于进一步完善和落实粮食安全省长负责制的意见（讨论稿）》征求了意见，对推动粮食安全省长负责制全面落实、深化产权改革促进企业做大做强、创新粮食经营体制机制等粮食流通体制改革工作进行了全面部署，提出了明确要求。会议对于全国粮食系统进一步统一思想认识，准确把握当前形势，坚定进取意识和自信心，增强忧患意识和紧迫感，积极推进粮食流通领域改革工作，具有重要意义。
（二）各地结合实际，积极推进粮食流通体制改革
各地粮食部门认真贯彻落实中央精神和全国粮食流通工作会议部署，围绕贯彻落实粮食安全省长负责制，因地制宜推进改革工作。山西省出台加强粮食生产能力建设、扩大粮食直补范围、增加粮食风险基金规模等多项措施，促进粮食生产和流通；省政府向各市政府颁发“粮食安全目标责任状”，省粮食局将年度粮食工作目标任务进行细化分解，向所属粮食企事业单位颁发粮食经营目标责任状和工作目标责任状，形成了较为完整的工作目标考评体系。浙江省制定粮食安全责任制考核办法，省政府与各市政府签订《粮食安全责任书》，考核内容包括粮食市场保供稳价、粮食生产、粮食生产能力、粮食储备落实和管理等四个方面，考核结果列为省管领导干部实绩分析评价的重要内容。广东省规定省政府在地级以上市政府每届任期的中段和任期届满前，对之前的政府粮食安全责任工作进行两次考核，要求按照实事求是的原则采取有效措施落实粮食安全责任，建立和强化政府粮食安全问责制度和行政过错责任追究制度。云南省政府成立粮食行政首长负责制考核工作领导小组，每年年底以省委或省政府名义进行综合考评，制定并细化考核方案，形成粮食安全政府领导负责、相关部门齐抓共管、具体机构认真落实的长效机制。贵州省出台《关于进一步落实粮食行政首长负责制确保省内粮食安全的意见》，对落实粮食行政首长负责制、确保省内粮食安全提出目标要求和任务。宁夏回族自治区将“粮食安全”列入政府效能目标管理考核，考核内容包括粮食产量、粮食行政执法、粮食应急体系、应急成品粮储备、农户科学储粮等。这些地区的实践，为推进粮食安全省长负责制的完善和落实积累了经验，提供了借鉴。
围绕国有粮食企业改革，江苏、黑龙江、安徽、湖北、陕西等省结合自身实际，研究制定了深化地方国有粮食企业改革的措施和办法，从国有粮食企业改革的土地政策、企业布局调整和资源整合重组、完善法人治理结构等多个方面推动国有粮食企业改革。各地“一县一企、一企多点”的产权制度改革进程加快，国有粮食企业经营活力和市场影响力不断增强，经济效益明显提高。此外，辽宁、江苏、江西、浙江、广西等省（自治区）还分别在推进全省（区）现代粮食流通产业发展、国有粮食购销企业管理体制改革、种粮农民直接补贴挂钩等方面，开展了有益的实践，取得了良好效果。
