《中国经济50人论坛丛书推动地方探索创新深化经济体制改革：“十三五”部分重点领域改革建议》课题组成员经过一年多的深入研究和反复讨论，形成了系列研究成果，包括《顶层设计与基层试错》、《完善中央地方财政关系》、《养老保障体制改革的方案建议》、《医疗保障体制改革的三种思路比较》、《新型城镇化背景下的土地供给改革方案研究》、《新型城镇化和土地制度改革》、《金融改革中的中央地方关系》。这一系列研究成果有两个共同点：一是我们强调地方政府在改革中的重要作用。在维护全国统一大市场的前提下，支持地方政府在养老和医疗保障、新型城镇化、区域性金融市场和金融机构、土地集体所有制改革、国资国企改革、政府机构和职能改革等方面探索创新，适度竞争，优化趋同。二是改革本身是个非常复杂的问题，不同的学者有不同的视角、研究方法和研究结论，在课题组讨论的过程中，课题组成员也有不同意见，因此我们在研究成果中将不同的观点一一展示出来，供读者比较、研究。对于这些没有标准答案的问题，我们秉持着开放、兼容并蓄的理念，既从学术研究角度提出顶层设计思路，也希望结合不同的专业背景和实践经验，提出切实可行的操作方案。

Introduction

“十三五”期间，我国经济将全面进入由高速向中高速增长的转换过程，宏观经济下行压力加大，结构调整的任务更加艰巨。为抓住有利时机，加快经济结构调整，促进我国经济实现持续健康发展，跨越中等收入陷阱，实现更加适度的经济增长，我们就“十三五”期间中央地方关系、财税体制、金融体制、社会保障、土地制度等重点领域改革进行了深入研究。
